We young Europeans are worried about our future. Europe has a single currency, but doesn't have a democratic Government. And a divided and weak Europe, ruled by divergent national interests, is not able and will never be able to bring peace in the Middle East and in the rest of the world, to fight against terrorism, to shorten the gap between the rich and the poor inside and outside its borders, to stop the degradation of the planet.
After the failures in Amsterdam and Nice, the Governments of the Fifteen Members have provided you with the task of examining the main matters that the future of the EU brings about and of looking for different possible solutions. But there's a unique solution: a Federal Constitution which should give Europe a Federal Government, with exclusive competence on currency, foreign policy and defence, while all other competencies will be distributed among different levels of government, according to the principle of subsidiarity. Such Government will be accountable before a Citizens' Assembly and a Chamber of States, set up to decide by majority.
Like every important choice, it will arouse divisions and resistences. If you'll pursue a consensus on a project which satisfies everybody, you will produce a weak compromise, which will end quite soon in the waste of history. But if you will adopt by majority a project of Federal Constitution and if you will call for its ratification by a European Referendum, citizens will support you and you will let an unforgettable mark on the future of humanity.
