| Interview: Teija Tiilikainen - Convention member from the Finnish Government 1. How do you qualify the outcome of the Convention so far?
We cannot talk about the outcome at this stage. But I think the athmosphere is improving all the time in the sense that the discussions become more concrete. The convention is a very good combination of large-scale visioning and almost concrete drafting of texts taking place in the working groups.
2. Is there any difference in the atmosphere in the Convention compared with the working group 3 on legal personality?
Working group III dealt with a very specific problematique. Discussions very quite detailed and legal - even if the issue on the background was large and very much political (the strengthening of the EU as an international actor).The athmospere was more homelike. I very much enjoyed myself in that particular group. 3. Are you satisfied with the mandate of the working group on legal personality?
I felt it was somewhat difficult to tackle the issue only in narrow legal terms. I think the whole issue of the EU's international capacities – legal and political - forms a whole. But the issue was divided into two working groups - luckily I am a member of both of them. I think at the end I was happy with how things went on in WG III.
4. Will be three-pillar-structure be maintained?
I think it is probable that the Convention will propose a change in the pillar structure.
5. What impact might have full legal personality for the internal structures of EU? Or does it refer exclusively on the external relations?
We hope it could strengthen the EU's legitimacy also from the point of view of citizens. When the EU can - as a whole - become a part in organisations and conventions (like the one on Human Rights (Council of Europe)- it could more easily be connected (and promote) citizens' rights and interests.
6. In which way is the question of legal personality interrelated with the debate on strenghtening the international weight of EU?
Reinforces and clarifies the Union's legal capacities. Increases its credibility as an international actor.
7. What is the position of the Northern EU-members and especially Finland in the question of strenghtening EU's capacity in foreign and defence policy?
I am personally very much in favour of strengthening the EU as an international actor. This should first and foremost take place by the EU making better use of those international capacities it already has been conferred. More coherent preparation, decision-making and representation is needed in the field of external relations.
