| Intergroup European Constitution: European Constitution Before 1st of May 2004 At its meeting on 14 January the Intergroup "European Constitution" called on the heads of states and governments to adopt the European Constitution before the enlargement on 1st of May this year. The enlargement of the European Union would not be accepable without deepening. It would violate all promises of the last years that both historical processes would be dealt with in parallel.
The Intergroup will use its influence by calling on the European Parliament to urge the heads of states and governments at the plenary session on 29 January to come to an agreement on the last controversial points. Many parliamentarians are of the opinion that the European Parliament should adopt the whole text of the European Constitution draftet by the Convention before the end of the legislature. With this political act it would become clear to the citizens during the election campaign that it is not the parliaments but some governments and their administrations that block the historical step towards the European Constitution.
The Intergroup also discussed the possibilities of the European Parliament to object decisions and to refuse to give its consent in order to increase pressure on the Intergovernmental Conference to come to an end. This would be possible in relation to the financial package, the revision of the structural fonds, further accession requests and the agreement to the appointment of high-ranking officials.
The Intergroup will continue the discussion on an action plan to foster the European Constitution during the next plenary session in Strasbourg in February.
The Intergroup European Constitution unites about 230 deputies from the six major political groups within the European Parliament.
