| General Affairs Council - Conclusions On 26 April, the Ministers for Foreign Affairs of the Member States and Acceding States decided, in the course of the "General Affairs" Council meeting in Luxembourg, that discussions on the draft Constitution would restart on 17 and 18 May, and that agreement on the Constitutional Treaty should be reached on 17 and 18 June 2004.
