The topic of the Work Group 7 was EU as an external factor. The framework of the conversation was based on the final reports of the convention Work Groups 7 and 8 – on common foreign and security and on common defence.



The group thought that the overall convention recommendations on union as an external action were, if not perfect and federal, then – there was effort to put things forward. Getting a “foreign minister” for the EU might lead in getting credibility for the union foreign policies if the task of the person are well defined and fulfilled. Also there were proposals to increase QMV use and willingness to work towards union representation in the international organizations.



The final report on defence was not that promising. There were no signs of gaining single and effective foreign policy of the Union. Therefore the group agreed with the convention that countries wishing to deepen their co-operation in the field of defence may continue. The group recongnises the improvements for existing actions in the field of CFSP but regrets that in this field the result will probably be much less then we had hoped for.
