Article 16-17: The European Parliament and the Council:
EP should elect the commissioners instead of the national Governments. This could/ should make the EU more democratic and transparent in the European public.
But a Commission elected by the EP would mean that the EU would be without its neutral institution, which tries to find compromises between the member states.
The Council should be open, so that the EU would be more transparent.
More power to the EP, so that the interest for the Parliament will grow bigger, because it actually have something to say in the political and legislative procedure.
The Commission should keep right to take initiative, and should have a more executive role.
A EU President should be elected by the Parliament and he should have the right to appoint the Commission among candidates provided by the member states.
Article 19: Congress of the People:
There should not be another institution inside the EU; instead we should reform the ones already existing.
Article 23: Advisory bodies of the Union:

Article 35-37: Electoral law for EP, voting rules, etc.:
The elections to the EP should be at the same day to create a pan-European campaign. This would create a public sphere in the EU, for an example May 9th.
There could/should be a certain amount of time for the campaign for the EP, for an example a month.
There could be a possibility in the future for voting for European candidates, independent of nationality.
The legislative debate of the EP shall be public.
Qualified majority should be the way of voting.
