| WG - Why Europe? Preamble, Values, Objectives.
A. Preamble
1. The Constitution opens a new era in the process of creating tight links between citizens of the Union, where decision shall be taken on the level closest to its people.
2. The Union is conscious of its legacy of its conflict reconciliation and ongoing conflict. Recalling the historical importance of the ending of the division of European Continent and the meaning to create a firm bases for the construction of the future Europe.
B. Values /Article 2/
Union shall be founded on the values of peace and security, justice, democracy, human rights, equality, social and civil rights.
C. Objectives /Article 3/
1. The promotion of European identity based on the values discussed in Article 2.
2. The Union shall respect and support the cultural, ethnic and religious diversities of its people and Member States.
3. The Union shall represent interest of its people on a global scene in terms of their common goals.
4. We do not believe that universalising European values is correct. /criticising the first sentence of paragraph 4 of article 3/
Procedures for applying for Union membership /Article 44/
As far as the accession of new Member States is concerned there shall be a gradual transfer of the decision making to the European Parliament.
Article 45
1. Simplifying the procedure for suspension of Union membership rights.
2. Transfer of decision making on suspension of Union membership rights to European Parliament and diminishing the role of the Council.
Article 46
In case of major crisis the possibility of voluntary withdrawal from Union shall require an amendment in constitution supported by majority in European Parliament.
1. What makes us Europeans? /political, economic and culture reasons/
2. Nationalism vs. Integration. /conflict of interests, culture, religion, local prejudices – Finland vs. Russia, Greece vs. Turkey/
3. What do we need Europe for? /security, living standards, liberty, human rights/
4. The question of European identity vs. Autonomy. /nationality, passports, governance/
The Europe shall respect the national identity.
Relation between present and prospective member states. /tolerance, mutual respect, right of prospective member states to influence current decision/
