| Introduction to the Convention The Laeken Declaration was the result of the European Council of 14-15th December 2001, at the conclusion of the Belgian Presidency of the European Union. It provided for the establishment of a Convention to draw up proposals for the reform of the European Union. This represents an entirely new political process in the history of European integration.
