Education:
Law graduate (Coimbra, 1974); postgraduate qualification in European law, Catholic University of Lisbon (1983).
Career:
Researcher in the University of Coimbra's Community Law Documentation Centre (1974-1975); junior lecturer in political economy (1975); lecturer in economics and European integration at the Miguel Torga Higher Institute (1976-1987); lecturer in economics and health law at the Faculty of Pharmacy at the University of Coimbra (1985-1987). Lawyer (since 1981).
Regional coordinator of the PS Special Electoral Committee (1980) and member of the PS National Committee (since 1978); Member of the PS National Political Committee (1979-1983, 1986-2000); Chair of the Coimbra District PS Federation (1986-1988); member of the PS national secretariat (since 1992).
Member of the Coimbra City consultative council (1993-1997). Member of the Assembly of the Republic (1976-1983); member of the Committee on Economics, Finance and Planning.
Member of the Social and Economic Committee of EFTA (1979-1983).
Member of the Bureau of the PSE Group (1992-1999); vice-chairman of the PSE Group (1992-1997); leader of the Portuguese Socialists within the PSE Group (1992-1999). Vice-President of the European Parliament (since 1997).
