- D.Phil. (Development Studies) Sussex University, England 1985
- Docent (Development Studies) both in Helsinki University and Joensuu University 1986
Has written several books about development.
Employment:
Director of the Institute of Development Studies at the University of Helsinki 1986-1995.
Transition Policy Coordinator for UNDP in New York 1993-94.
Consultant for UNICEF, Kenya Country Office in Nairobi 1989-1991.

Member of Parliament (Social Democrat) since 1995
