Education:
Graduate in law (Complutense University of Madrid, 1978).
Career:
Lecturer in constitutional law in the faculty of law (Complutense University of Madrid, 1981-1984). Legal adviser to the Cortes (1981). Guest lecturer at the International Institute of Human Rights in Strasbourg (1986-1989); professor of Community law at San Pablo-CEU University, Madrid (1989-1991); special adviser to the Secretary-General of the Council of Europe (1984-1989). Member of the board of the European Foundation for Science and Culture (since 1990); general delegate in Spain (since 1996); Jean Monnet chair in European Institutions, Faculty of Law, Complutense University of Madrid, since 1999.
EPP coordinator in the Committee on Constitutional Affairs (since 1996). Chairman of the European Parliament delegation to the Convention for the drawing up of a draft Charter of fundamental rights of the European Union.
Member of the PP's National Conflict Resolution and Disciplinary Committee (1990-1993); Member of the National Executive Committee of the People's Party (since 1992); Member of the Standing Committee of the People's Party (1996-1999); Member of the Spanish section of the Action Committee for the European Union (since 1997). Patron of the NGO Action Aid and Vice-President of ATD-Quart Monde.
Salvador de Madariaga Prize for Journalism (1999).
