Giscard to present draft EU constitution to Brussels Summit

Chairman of the European Convention Valéry Giscard d'Estaing will unveil his proposals for an EU Constitution to the leaders of the 15 Member States at the Brussels Summit on 24 October. His proposals include a formal exit clause for Member States that want to leave what he hopes will be called "United Europe".
