November 12, 2002 Convention group misses the mark Amid the furore surrounding Convention president Valéry Giscard d'Estaing's comments on Turkey last week, the complete failure of the complementary competences working group to connect with the rest of the delegates almost slipped by unnoticed.
The findings of the group, whose task was to look at the division of powers between the Union and member states, were shot down by the vast majority of delegates on Friday. Chaired by the Dane, Henning Christophersen, it was the first set of conclusions of the so far six groups that have reported to the Convention, where there was such across-the-board criticism.
