Une Constitution pour l'Europe

SUMMARY:
"One thing is now certain: the Europe that will emerge from the Convention, which we we call a Constitution but which shall remain an international treaty, will be very different from the Europe we have known until now. Why? Because "three revolutions" will have to be taken into account: history's revolution, the revolution of the size and the last revolution being that of the people."
