April 07, 2003 JEF Europe - Appeal to the European Convention Unemployment, tensions between rich and poor, destruction of the environment, conflicts and violation of human rights inside and outside of Europe, arms proliferation and terrorism threaten the citizens and the governments of Europe. These problems can only be solved by a strong and united Europe. We ask therefore for a European federal Constitution which will be the foundation for a European Democracy. Not the will of national governments, but the will of the citizens should lay at the heart of this constitution.
We, the citizens of Europe, ask the members of the Convention to arrive to a European federal Constitution which will:
1. incorporate in its first chapter the Charter of Fundamental Rights;
2. determines that the European Commission will be developed into a true European federal government;
3. constitute that all legislation and the budget are subject to codecision between the European Parliament and the Council of Ministers and which are subject to majority voting
4. establish a single European Union foreign and security policy’.
5. remain unchanged by the intergovernmental conference and will then be submitted to a European-wide referendum for ratification.
We invite all citizens and all politicians in the European Union and in the current and future applicant countries to support these demands.

After the Treaty of Nice, the European Union launched a grand public debate on its political future. In December 2001, a Convention was established to prepare recommendations for a new reform of the Union, towards a European Constitution. The Convention brings together representatives of the governments, of national parliaments, and of the European institutions (European Commission and European Parliament). For the first time, representatives of the future member states have also been invited to participate fully.
The Convention aims to lay the foundations for a more democratic and efficient European Union. It is our chance to make a contribution to building the Europe that we want.
