May 15, 2003 Cox backs Prodi's veto on Council President plan After being contested by the President of the European Commission, Romano Prodi, the proposal put forward by the Convention President Valéry Giscard d´Estaing for a full time EU President - with greater powers - also does not have the support of the European Parliament.
