Increasingly, "Europe" equals "the EU"

Every part of the house of Europe is not well thought through, but then the house isn't finished. Not in terms of what the EU should do or how it should work, but not even when it comes to how big it should be. At the moment, we are talking about fifteen plus ten, but there are already a couple more standing outside the door; Bulgaria and Romania. Later, there will be even more; all the countries that used to be Yugoslavia, Albania and, in a while, maybe even Norway.
