Downbeat approval for EU constitution

Members of the Convention on the Future of Europe gave a begrudging go-ahead to their treaty blueprint on the eve final finishing date.

The realisation that 'it is not going to get much better than this' came after Convention president Valéry Giscard d'Estaing presented yet another compromise on the controversial institutional questions - after having come in for severe criticism across the board for recently springing new proposals on the delegates.
