July 08, 2003 Convention puts final touches to EU's draft Constitution The Convention will make the final changes to the draft text of the future EU constitution as it meets for the last time on 9 and 10 July.
Background:
The European Council of Thessaloniki on 20 June 2003 gave its backing to the Convention's blueprint for the future EU's Constitution. However, the most substantial part of the draft Constitution, dealing with the Union's policies (Part III: The policies and the functioning of the Union) has not been completed. The EU leaders have given the Convention additional time to finalise its proposal by mid July.
1,687 amendments were tabled by Convention members concerning the Union's policies. Proposals deal with the division of powers between the Member States and the Union's institutions and their competences over a complete range of policies, from a common EU diplomatic service and economic policy co-ordination to public health and services of general economic interest.
The Convention is also due to finalise the last part of the Constitution (Part IV: General and Final Provisions) which deals with the issue of ratification by Member States and the procedures for the revision of the Constitution.
