September 09, 2003 Giscard defends draft Constitution, Prodi calls for changes Opposing views on the draft EU Constitution came to light in the European Parliament's debate on 3 September. Convention President Valéry Giscard d'Estaing defended the text and Commission President Romano Prodi called for substantial changes.
Background:
The EU will convene in a new intergovernmental conference (IGC) on 4 October 2003 with the aim of adopting the first European Constitution. The IGC's work will be based on the draft EU Constitution, adopted by the 105-member European Convention on 10 July 2003.
