Commission publishes Constitution fighting position

The European Commission today (17 September) published its bargaining position two weeks ahead of the opening of the intergovernmental debate (IGC) to fine-tune the draft EU Constitution.

With fighting words, Commission President Romano Prodi said that the IGC would not just be a "rubber stamp" of the draft Constitution.

In a 25 page 'opinion' the Commission outlined calls for substantial changes to be made to the draft's proposals for the composition of the Brussels executive.
