September 24, 2003 Commission publishes Constitution fighting position The European Commission today (17 September) published its bargaining position two weeks ahead of the opening of the intergovernmental debate (IGC) to fine-tune the draft EU Constitution.
With fighting words, Commission President Romano Prodi said that the IGC would not just be a "rubber stamp" of the draft Constitution.
In a 25 page 'opinion' the Commission outlined calls for substantial changes to be made to the draft's proposals for the composition of the Brussels executive.
