IGC: Commission insists all Member States have a commissioner

In short:

The Commission has urged the upcoming Intergovernmental Conference not to reopen the compromise reached at the Convention, but at the same time insisted on improvements for the draft constitution.

Background:

On 17 September, the Commission adopted its formal position on the draft EU constitution, proposed by the 105-member European Convention on 10 July. The draft constitution will serve as a basis for the Intergovernmental Conference (IGC) starting on 4 October 2003.

Issues:
The Commission's position paper on the draft European Constitution states that the IGC "should not reopen the compromise reached at the Convention", but it "needs to improve and clarify a limited number of areas and complete unfinished work". The Commission welcomes the draft Constitutional text as "an excellent basis for the work of the IGC".

The Commission suggests changes in three areas:
