EU constitution talks break down in acrimony

The EU's ambitious plans for its first written constitution were in ruins as its Brussels summit broke down amid bitter recriminations yesterday.
After almost two years of negotiation, the failure to reach an agreement left the EU facing a crisis of confidence. Although leaders vowed to try again to reach a deal, diplomats said that progress is unlikely before next autumn, when a series of elections is out of the way.
