Back to the future

Europe may resound to a multilingual chorus of politicians singing "Always look on the bright side of life" this morning, but there should be no disguising the seriousness of the situation that faces the European Union after the collapse of the Brussels summit. The EU constitution was supposed to be the great unifying document of the great unifying project, the urtext, the treaty of treaties, and the defining affirmation of the new 25-nation union, uniting east and west, north and south, rich and poor, little and large. Instead, the constitution has become, for the moment at least, the sandbank upon which the European project has gone aground.
