Constitution talk in the Netherlands opens way to Commission streamlining

While on a visit to the EU's next presiding nation, German Chancellor Gerhard Schroeder has signalled flexibility over the composition of the European Commission.

The structuring of the body in a bloc of 25 members or more has yet to be decided.
In the text of a speech for delivery in Rotterdam, where he took a cruise with Prime Minister Peter Balkenende, Schroeder said Germany could accept not always having a representative in the EU executive.

In a reduced commission, all the member states, including the biggest, Germany, would take turns, a system of equal rotation. The way the Commission is set up must be decided in the bloc's constitution.
