May 25, 2004 EU presidency claims constitution haggling on track The European Union's Irish presidency insisted Monday the bloc remains on track to agree a long-disputed constitution next month, despite few signs of movement at extra talks called to seek a deal.
Irish Foreign Minister Brian Cowen called for flexibility on all sides to secure a deal by an EU summit on June 17-18 on the historic text, aimed at avoiding decision-making deadlock in the enlarged bloc.
"Things are going as we planned them and we hope that by the time we get there ... we will be down in broad measure to final political agreement on the major issues, and on that basis we'll be able put a full text that would meet with agreement," he told reporters.
